This building is a square tomb with each side measuring 0.5 meters. Literally translated the name means 12 pillars, and that's what it is - a structure with 12 pillars.

one time there were several cenotaphs (means an empty tomb erected in honor of a person whose remains are somewhere else) created inside this building, and there are
number of other graves outside.
2) The monument houses a tomb that is unknown.
3) The historical records of this monument are not available and its is difficult to know who constructed this tomb.
